Questions are the reason you are a mod, which is why I’ve put this at the top. Xat mods are here primarily for answering questions and helping people as outlined in my rant posted in the xat mod forum.
Reasons for ban/kick:
Asking to be un-banned
Asking to be mod
Spamming/ Flooding
Trading in main xat
TrollingSwearing/un-pg language (innuendoes)
Impersonation
Flaming/insults
Linking to adult sites
Harassment
Hiding swears
Caps
While these are the most common reasons people get banned/kicked the list doesn’t stop with this so if you see something that you think is causing disruptions or being disrespectful then you are allowed to tell them to stop. Also feel free to ask other mods about their opinions of the situation. All mods are different and have different ways of interpreting/enforcing the rules so it’s best to find what you think is right and what you are comfortable with.
Verbal:
When Modding, there is a system of dealing with people who are being naughty. The first of this is verbal warning. There are some subtle tips you can use in verbal warnings. Firstly you've got to make sure you know the rules have been broken, this comes down to experience. Once you’ve learnt the rules you start to see where people can “blur the lines”; they try to be naughty without being caught.If you see something you’re not sure on, ask another mod that you trust. If you get something wrong the player will try to use that against you so its always good to have another mod there to help you out.
The verbal is important because as mods it’s our job to protect other players when needed. The most common reason that people troll/flame is to get attention, they enjoy it and they enjoy arguing. A good way to counter act this is to verbally warn them then start talking to another person and ignore them for 20-30seconds. This lets them know that they are not the most important person there, often counteracts an argument and it also gives them time to react, if they continue then its time for a kick.
I give one verbal warning and one only, because if they don’t respect what I say then its on to kicks. That being said I am always polite in my verbal warnings, this invokes a better response from the naughty person.

Kicking:
Kicking is the 2nd warning. Depending on the situation I give 1-2 kicks before I ban. For example if the player was spamming and didn’t stop when I verbally warned him then I would only give him one kick before I ban. But if the player spammed and stopped for a while I may give him 2 kicks before a ban, just to watch and see if his behaviour improves. Some players don’t care about kicks and will argue with you up to the point of 1-2 kicks because they’ve gotten the attention they wanted but they havn’t been banned, over time you learn to see these people and learn how to deal with them.
Banning:
Banning is done when the player is being a nuisance. Generally people are good and will respond well to a verbal or kick (as long as they are done fairly), but some people only come in to cause trouble. They normally come in as guests with bad names or just come in and act obnoxious. As a xat mod you can ban for a maximum of 6 hours and I’ll explain different times for different offenses.
1-2 hours: This is the normal ban time and is good for first time offenders. Generally the 1-2 hour bans are for spamming and swearing.
3-4 hours: This is for maybe a repeat offender that you’ve banned once before. 3-4 hours bans are not common as mods either go for short or long bans (1 hours or 6 hours).
5-6 hours: These are less common but are used by some mods which are over-zealous. I only apply 5-6 hour bans for repeat offenders and then I report them in my logs as well.
Logs:
Logging is recommended, not compulsory but that being said the next points will point out why it is important/useful. If you look through the forum there is a way it’s done. Date, Time, Name, Xat ID and Reason for ban is standard. I often search their xat ID on forums so I can bring attention to repeat offenders, this is also a good tool to use if you see someone in xat and you think they will act bad or you want to find out who it is. If they are repeat offenders you can bring attention to that in your log by mentioning it and linking, this gives us a better idea of who are trolls.
Below are the rules of PWO and the Xat rules. PWO rules are always in effect in xat so you should learn them; I’ve highlighted the ones which are relevant to xat chats.
PWO RULES
1. Do not spam. That means sending gibberish or meaningless messages in the chat over and over again, or repeating the same phrase several times in a row with copy/paste. Excessive advertising is counted as spam.
2. Do not harass other players in IM. If a player asks you to stop IMing them, respect their privacy and leave them alone.
3. Do not intentionally make dishonest trades or exploit flaws in the game.
4. Do not swear. Do not avoid the auto-censor by misspelling swear words. Even if it is not covered by the auto-censor, if the word is a swear it is not permitted. If you are unsure, don't use it at all. Do not type asterisks or other symbols to make it look like you are swearing.
5. No flaming. This means calling names, or making mean/rude comments to another player. If you have an argument, take it out of the game. If you feel the player has wronged you, seek a GM. Belittling another player will never be tolerated.
6. If a player has already said no to a battle or trade request, do not send multiple requests. This counts as spam and harassment.
7. Do not type racial slurs, hate speech, or otherwise offensive messages. Do not make hate messages towards any religion, race, belief, lifestyle, etc.
8. Do not make multiple accounts with the intention of creating new starter pokemon.
9. Do not give out your password or ask others for their password.
10. Do not purposely give out information you know to be false. You are free to hide your trainer card, but you may not lie about your pokemon(s)' levels in order to take advantage of other players.
11. You must be at least 18 years old or have your parent's permission to play.
12. You may have more than one account, but you may not play two accounts at the same time.
13. If you find a bug or glitch in the game, please report it immediately, regardless of how serious it is. DO NOT abuse glitches to give yourself an advantage in the game or disadvantage other players.
14. Do not sell, buy, or give free reputation points. This means don't let new players beat you on purpose in order to boost their rep points.
15. Any use of Macros are strickly prohibited. Violation Is Subject To Banning. A macro is defined as any third party source used to control the game while the user isn't active. This includes, but is not limited to, auto clickers, key pressers, etc.
16. There is no official language in PWO. Users may speak whatever language they want. However, the primary language spoken by GMs and Admins is English, so they cannot be expected to offer support for people speaking languages they don't know.
XAT RULES
1) All Persons Of Rank "Mod-Main Owner" Must Be Registered With Xat And Must Be Logged To That Account While On Xat.
2) All Admins And The Chat Leader Are 'Main' Owners
3A) All GMs and GMLs Are Regular Owners
3B) All GMLs Are Required To Have '[GML]' At The Beginning Of Their Name.
4A) All In-game Mods Are Mods
4B) Any Official In-Game Mods Must Have '[MOD]' At The Beginning Of Their Name.
5) All Xat-Only Mods Are Not Required To Have Tags.
6) No mod is allowed to unban without GM permission.
7) You Must Prove You Play PWO To Be A Member.
8) Xat Registration Isn't Required "except for all mods and owners." But TO Help Cut Back ON Impersonations, We Strongly Recommend it.
9) Ghosting, Mimicking, or overall impersonations are not allowed, and will call for a permanent ban.
10) Any form of arguing with the staff members (T-Mods Are A Xat Staff Member) will not be tolerated.
11) This Chat is for English Only. and no, no using translator unless it's needed.
A few points on some of these rules:

6) When a player is asking to be un-banned (either in xat or pwo) its good to draw attention to this rule. They see it written so its better than you just saying it because people who are angry/upset will try to use things against you or not believe you.
7) We have this rule to keep track of who is a player or who is just coming by to troll. If someone wants to be a member make sure you ask them if they play PWO before you member them.
8) Again like rule 6 this is written to enforce it more strongly
9) This was made for trolls who won’t give up. Some mods have in the past (and some still do) abuse this rule to prove a point, make themselves feel important or just as an excuse to kick someone. This is bad because the mods themselves are not abiding to the rules. So be careful with this rule and if you see anyone kick for the reason of rule 10 please report it to the chat leaders (Reminon, Mangoz or Arenya).
10) This rule is recent and doesn’t apply to a few sentences. This rule was made to stop people having conversations in another language. Conversations in other languages should be done in PC or another xat because it disrupts the other players trying to chat.
